Dr. Justin L. Adams of Encina Advisors has conducted
a variety of consulting projects across California. 
Examples include:

California Public Utilities Commission - Dr. Adams
helped conduct an examination of five telecommunications
carriers' compliance with the California Teleconnect
Program, which provides discounted internet and phone
services to non-profit customers. The examination resulted
in the return of nearly a half million dollars to the CPUC. 


California Lottery - Dr. Adams performed a financial
analysis to estimate the revenue impacts from
increasing prize payouts. The consulting project involved
a statistical analysis of national payout and revenue
trends. The study was used to support legislation giving
the Lottery the authority to change its prize payouts.

California Department of Motor Vehicles -
Dr. Adams performed market and customer research to
help improve the DMV's channel operations. The
project involved data analysis, best-practice reviews, and
over 500 customer and stakeholder interviews.

Solar and Clean Air Act of 2008 - Dr. Adams analyzed
the fiscal and economic impacts of the ballot initiative
that would have raised California's Renewable Portfolio
Standard to 50 percent. Dr. Adams provided testimony to
the Legislative Analyst’s Office.

Southwest Defense Alliance - Dr. Adams quantified the
economic impact of federal defense-related expenditures in
terms of economic output, jobs and personal earnings for
six southwestern states.

City of Wildomar - Dr. Adams assessed the direct and
indirect economic impacts of a proposed community college
campus in Wildomar in Riverside County.
